House Bill 3: College Preparation Assessment Reimbursements

Background

The College Preparation Assessment Reimbursement, authorized by Texas Education Code (TEC)  and , provides funding to districts for the cost of administering college preparation assessments (SAT, ACT, and TSIA) one per eligible student either in the Spring of their junior year or anytime during their senior year, beginning in the 2019‐2020 school year. 

Eligible students are:

  • Seniors who take either the SAT, ACT, or TSIA from September 1 – July 31
  • Juniors who take either the SAT, ACT, or TSIA from January 1 – July 31

The ݮƵ sends estimated funding annually, during the Fall, that is identified in the  as "College Preparation Assessment Reimbursement 48.155."  The current year's available funds are an estimate calculated on a previous year's enrollment and the past year's settle up calculations. ݮƵ will settle up with districts in April each year, the year following, once all student assessment data is received.

  • If multiple records of a student are reported from the same district, ݮƵ will reimburse the highest cost exam.
  • If multiple records of a student are reported from several districts, the first district to make the request will receive the reimbursement.

Reimbursement Process:

  • The 2024-2025 process to review HB3 ACT and SAT reimbursement data is in .
  • Designated district staff may review student assessment data to verify.
  • Not Represented: Any student for whom the district paid for an assessment and is not found in any of the categories. The district will have the opportunity to submit the student's information for a reimbursement request.
