When a Board of Managers is Considered
The Commissioner of Education may appoint a board of managers if a school district or charter school:

- Has ongoing academic underperformance
- Does not meet financial accountability requirements
- Is the subject of a special investigation
- Faces governance or leadership issues
- Is not complying with state or federal laws
