The Additional Days School Year (ADSY) initiative provides formula funding to school systems adding up to 30 additional instructional days (beyond a minimum of 175 days) at eligible campuses. Established through House Bill 3, passed by the 86th Texas Legislature in June 2019, ADSY promotes expanded learning time and reduces summer learning loss. Since its inception, ADSY has supported innovative calendar redesigns, summer learning programs, and intersession strategies across Texas.

ADSY students have historically seen more growth in reading and math than those who do not participate. As an example, the following chart shows the year over year change in students at the Approaching Grade Level standard (or better) for ADSY campuses vs campuses statewide:

HB 2 ADSY Updates

Building on the success of ADSY and aligned with broader efforts to enhance instructional time, House Bill 2 was passed by the 89th Legislature and was signed into law by Governor Greg Abbott on June 4, 2025. Effective September 1, 2025, House Bill 2 introduces three key updates to the ADSY program:

  1. Base Calendar Eligibility Requirement Lowered to 175 Instructional Days: In order to access ADSY funding, a participating campus now must provide 175 instructional days in their regular academic calendar. This requirement had previously been 180 instructional days.
  2. Grade Eligibility Expanded to PK-8: Campuses will generate ADSY funding for any student in grades PK-8. This previously had been limited to PK-5.
  3. New Pathway to 戮-day Formula Funding for Campuses Offering 200+ Days. Campuses offering 200 or more full days in their academic year (e.g., 175 regular instructional days and 25+ ADSY days) will receive 戮-day funding. Previously only 陆-day formula funding available.

The table below outlines the requirements related to ADSY in general, along with the requirements necessary to maximize ADSY funding at the 戮 per day ADA funding level:

Add 25 to 30 additional full days of instruction beyond the minimum base calendar of 175 full instructional days to reach the 200-day threshold

ADSY Planning and Execution Program 

The Additional Days School Year Planning and Execution Program (ADSY PEP) is a voluntary grant opportunity that provides comprehensive support to school districts and open-enrollment charter schools in designing and sustaining high-quality, evidence-based ADSY programs. Through targeted professional development and technical assistance, ADSY PEP supports implementation of either the ADSY Full Year or ADSY Summer model. ADSY PEP is intended to help school systems strategically plan, launch, and refine extended learning opportunities that are responsive to student needs and aligned with local priorities.

Participation in the grant program is not required to access ADSY formula funding.
