Purpose

The Highly Mobile and At-Risk (HMAR) Student Programs Unit, housed within the Office of Special Populations and Student Support (OSPSS) at the ²ÝÝ®ÊÓƵ, is dedicated to increasing awareness, building capacity, and enhancing ²ÝÝ®ÊÓƵ’s supports, resources, and tools.

These efforts are designed to help Texas public schools effectively address the unique needs and statutory requirements of highly mobile and at-risk student populations. Ultimately, the HMAR Unit exists to improve the educational experiences and outcomes of all highly mobile and at-risk students across the state.
